Mumbai: The Reserve Bank of India (RBI) Tuesday said systematically important non-deposit taking NBFCs offering foreign exchange transactions on individual accounts will be eligible to obtain Authorised Dealer (AD) Category-II licence from it. AD-Cat II means entities that are authorised by the RBI to deal in foreign exchange for specified purposes. These include upgraded full-fledged money changers (FFMCs), select regional rural banks, select urban cooperative banks and certain other entities. To increase the accessibility and improve the efficiency of services extended to the public for their day-to-day non-trade current account transactions, the RBI said “it has been decided that systemically important non-deposit taking investment and credit companies shall be eligible for Authorized Dealer- Category II (AD-Cat II) licence”. It also said NBFCs offering forex serives should have a board-approved policy on managing the risks (including currency risk) and handling customer grievances arising out of such activities. The eligible NBFCs desirous of undertaking AD-Cat II activities should approach the RBI for the licence. The different types of Authorised Money Changers are AD-Cat I Banks AD-Cat II and FFMCs.
Findings for the orangutans of Southeast Asia appear even bleaker, as the new report says that by 2030 there will be almost no habitat left that can be considered “relatively undisturbed.” “It is not too late to stop uncontrolled exploitation of these forests,” said UNEP Executive Director Klaus Toepfer. “By doing so, we may save not only the great apes, but also thousands of other species. By conserving the great apes, we will also protect the livelihoods of the many people that rely on forests for food, medicine and clean water.”The results come from a study by UNEP, which is coordinating the Great Apes Survival Project partnership along with scientists from Norway and the United States, and is based on a pioneering method of evaluating the wider impacts of infrastructure development on key species.The report examined in detail each of the four great ape species to assess the current habitat deemed relatively undisturbed and thus able to support viable populations of apes. The experts then mapped the likely affect and area of healthy habitat left in 2030 at current levels of infrastructure growth.While most studies focus on the actual area of land taken by a new road, mining camp or infrastructure development, the Global Methodology for Mapping Human Impacts on the Biosphere method also factors in the wider impacts such as habitat fragmentation and noise disturbance.

For many Americans, ringing in the New Year comes with pledges to get healthier. Nearly half of Americans regularly make New Year’s resolutions. Even more are infrequent resolution-makers. And, for many, health-related resolutions are at the top of the list. A University of Scranton study published in the Journal of Clinical Psychology identified losing weight as the top resolution for 2014. About 38 percent of people made weight-related resolutions in 2014, according to the study. The Top 10 also included staying fit and healthy, and quitting smoking. Amaravati: The TDP staged walk out from the Assembly on Friday expressing displeasure over the government and Deputy Speaker Kona Raghupathi for not allowing the Leader of Opposition N Chandrababu Naidu to speak on the demands for grants. This is third consecutive day of the opposition walk out. Earlier, the Dy Speaker was reading out all the demands of Finance Statements (Budget papers) for the year 2019-20 in the House for voting, the TDP president requested the Chair for discussion on certain demands. Reacting to that, Naidu said that he already appealed the Chair for discussion on demands pertaining to home administration and others, but he did not get the chance to speak during passage of finance bills. At this juncture, Dy Speaker said to Naidu, “Let me complete the procedure and put for voting. At this juncture, the disappointed TDP leaders walked out saying that Dy Speaker first assured to give chance for Naidu and then refused. Afterwards, the House continued the business for the day.
Chandigarh: In yet another setback for the Indian National Lok Dal ahead of the Haryana Assembly polls, its MLA from Ratia joined the ruling BJP here on Thursday. The MLA, Ravinder Baliala, joined the party along with Jagdish Yadav, a former Haryana minister. They two were welcomed into the party-fold by Chief Minister Manohar Lal Khattar and state Bharatiya Janata Party chief Subhash Barala. Both Baliala and Yadav said they have joined the BJP “unconditionally”. Khattar said the doors of the BJP will remain open for “able people”. The INLD technically has 11 MLAs but four of them support the Jannayak Janata Party, which broke away from it. Six other INLD members have submitted their resignations. The Congress has 17 MLAs, the Shiromani Akali Dal and the Bahujan Samaj Party one each. There are five independents and one seat has fallen vacant after the death of INLD MLA Jaswinder Sandhu earlier this year.
(Phys.org)—A long term study conducted by managers of The Park Grass experiment at Rothamsted Research in Harpenden, UK, shows, according to a team of researchers from Germany and the U.K., that under certain conditions, grasslands are able to recover naturally from overexposure to atmospheric nitrogen. In their paper published in the journal Nature, the team describes the condition of grasses and soil at the research center over the course of the past century and a half and what has been learned from it. Scientists know that an overabundance of atmospheric nitrogen can lead to loss of plant diversity—Tilman and Isbell explain that the reason this happens is because of the trade-offs involved in the evolutionary process. When plants in a certain area are suddenly faced with a new nutrient, those with adaptations well suited to the new nutrient are able to take full advantage, while those that are not get pushed out. Over the past couple of hundred years, levels of atmospheric nitrogen increased as part of human caused air pollution, but as problems became evident, people in some parts of the world took action to cause less to be emitted which meant less was put into the air. One of those places was Great Britain, a country heavily involved in the industrial revolution and which also took action to reduce such emissions. During part of this time period a group of progressive thinkers set up a plot of land at Rothamsted Research and planted sections of grasses, with the sections being treated differently—some were fertilized, others were not. This allowed for noting the natural loss of diversification in the grasses that grew on the plots as atmospheric nitrogen levels increased and then as diversification returned, (somewhat) naturally as levels of atmospheric nitrogen were reduced. It was this change that the researchers with this new effort noted and they claim that it shows that under certain circumstances grasslands can heal themselves.There is one major caveat however, the grass blocks at the research center were mowed periodically and the cut grass removed, which presumably took with it some of the nitrogen. However, the recent introduction of cleaner technologies in the UK has led to reductions in the emissions of nitrogen oxides, with concomitant decreases in N deposition4. The degree to which grassland biodiversity can be expected to ‘bounce back’ in response to these improvements in air quality is uncertain, with a suggestion that long-term chronic N addition may lead to an alternative low biodiversity state5. Here we present evidence from the 160-year-old Park Grass Experiment at Rothamsted Research, UK6, that shows a positive response of biodiversity to reducing N addition from either atmospheric pollution or fertilizers. The proportion of legumes, species richness and diversity increased across the experiment between 1991 and 2012 as both wet and dry N deposition declined. Plots that stopped receiving inorganic N fertilizer in 1989 recovered much of the diversity that had been lost, especially if limed. There was no evidence that chronic N addition has resulted in an alternative low biodiversity state on the Park Grass plots, except where there has been extreme acidification, although it is likely that the recovery of plant communities has been facilitated by the twice-yearly mowing and removal of biomass. Parliament on Friday approved a bill imposing 19 per cent VAT on the sale of building land, fulfilling an EU condition some 10 years after the original deadline.The bill passed with the votes of 26 MPs from Disy, Diko, Solidarity, and the Green Party.Eighteen MPs from Akel, Edek, Elam, and one MP each from Diko and Solidarity, voted against.The law in question should have been passed by January 1, 2008 and delays prompted the EU Commission to warn Cyprus repeatedly with stiff fines.The new law will come into force on January 2, 2018.House finance committee chairman, DIsy leader Averof Neophytou said VAT can be recouped and will only be imposed in cases where the land is sold by a company or businessman registered with the VAT service.Neophytou said the new arrangement could create some short- or medium-term liquidity problems. He reminded parliament that Cyprus has already received a second official warning from the European Commission over the delay in passing the bill.Some MPs voiced concern over the way the law would be applied by the tax commissioner who has the power to decide whether a transaction is commercial or not.Main opposition Akel warned about the possibility of newly-weds having to pay the tax when buying a plot to build their home.Akel MP Giorgos Loukaides said there was nothing in the bill ensuring it would not happen.“We have not in any way ensured that new couples will be exempted from paying tax on their first house,” Loukaides said.The land falling under the category of undeveloped building land will be determined by regulations passed by parliament.Protected zones and farming land will be exempted.VAT will be imposed on all sales of building plots taking place as part of economic activity.
